In Greece, IOM is focusing on responding to the Mediterranean migrant’s crisis, in support of the Greek Government and in cooperation with all other agencies involved. IOM currently implements interventions within the areas of emergency, preparedness and response, disaster risk reduction, livelihoods, healthcare and psychosocial assistance, assisted voluntary return of migrants, migration and development, resettlement and repatriation, family reunification, counter human trafficking, assistance to vulnerable migrants.

Context:

IOM aims to support the Greek authorities in setting up medical facilities within the Reception and Identification Centres (RICs) such as biochemistry laboratories and radiology units and providing specialized staff to assist with their operation. Specifically, within the scope of the project, IOM will proceed with the installations on the islands of Lesvos, Chios, Leros and Kos, and with refurbishment of the existing medical facility (building) in Samos to serve as biochemistry laboratories and radiology units.

Under the overall supervision of the Chief of Mission in Greece, the direct supervision of the Project Coordinator, and the technical supervision of the Migration Health Supervisor/Physician, the successful candidate will be responsible for providing technical support to laboratory services with respect to Migration Health and other programmes implemented by the IOM in Greece. S/he will have technical oversight over daily tasks of Laboratory Technicians and Radiology Technicians on-site and work in close collaboration with local health services in the assigned facilities.

Core Functions / Responsibilities:

1. Oversee the work of Laboratory Technicians and Radiologist Technicians, provide technical guidance and organize their day-to-day tasks in coordination with the respective supervisors.
2. Perform laboratory procedures for pre-examination, examination and post-examination activities through the use of the standard relevant equipment.
3. Ensure standards and the quality of laboratory procedures by strictly following the Standard Operating Procedures (SOPs).
4. Adhere to bio-safety measures adopted in the laboratory, minding the safety of oneself and others.
5. Organize and operates activities on assigned station for accurate, efficient and timely delivery of results.
6. Perform quality control activities for assigned stations and document results as required.
7. Facilitate in maintenance of laboratory equipment in good working order and operate equipment appropriately following SOPs.
8. Facilitate in laboratory stock management and monitor that the equipment and consumables are sufficient for the anticipated work.
9. Facilitate to maintenance of established system of organized record keeping and information management for timely delivery of results, data collection, analysis and reporting for laboratory
monitoring and facilitation to operational research.
10. Participate in the improvement of service system according to adopted work plan in the laboratory.
11. Perform such other duties as may be assigned. Required Qualifications and Experience Education

Required Qualifications and Experience
Education

• Completed Bachelor’s degree or Diploma from an accredited academic institution (I.I.E.K.) in Medical (Clinical) Laboratory Sciences, Microbiology or a related discipline, with at least four years of relevant
experience.

Experience and Skills

• At least three years of relevant laboratory experience in a laboratory;
• Relevant technical knowledge and practices to personnel and laboratory operations;
• Computer literate with understanding of accurate data collection and analysis for monitoring and
continuous improvement of laboratory services and performances;
• Good awareness of the laboratory role in health systems, optional use of resources for quality and efficient services delivery;
• Experience working in international organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
• Demonstrated ability to work well under pressure and to keep deadlines;
• Experience in emergency response settings would be a distinct advantage;
• Excellent communication and negotiation skills, personal commitment, efficiency and flexibility;
• Awareness on migration and refugee issues.

Languages

Fluency in English and Greek is required.
